i have purchased phicomm mobile but it is not doing functioning well plz help me and locate the nearest service center of south delhi.

I have bought phicomm clue 630 4gb in online store. It running well. But the weather shouldn’t come updated. I tried often. I couldn’t find. Also the Apk has in Chinese language. How can I translate in English? Please explain me.
